Davao’s Ongoing Efforts for Peace and Security

Davao City, March 26, 2025 – The Davao Peace and Security Press Corps held a briefing on March 25, 2025 with Major Ruben Gadut, spokesperson of the 10th Infantry Division (10ID), to discuss the region’s security situation. The topics included counter-insurgency efforts, election security preparations, and support programs for former rebels.

The military recently recorded the surrender of 26 former rebels who also turned in their firearms. The 10ID carried out 22 combat operations, leading to the discovery of a temporary hideout in the mountains of Cateel, Davao Oriental. Among the items found were cellphones and hammocks, showing signs of insurgent activity.

In addition, 20 NPA members have reportedly gone inactive, signaling a decline in insurgency activities in Region XI and Caraga. The military continues its mission to dismantle guerrilla groups and prevent further recruitment.

With elections approaching, nearly 4,000 security personnel have been deployed to ensure a peaceful process. An Election Battalion has been formed, with over 50 personnel per company acting as the quick reaction team for any security concerns.

“Security remains stable, and planning is well underway,” said Major Gadut. He assured that Region XI has no major threats at present, allowing voters to participate without fear.

The military is also focused on community development and reintegration programs for former rebels. Several livelihood projects have been introduced, with updates available on official infantry battalion pages. These programs aim to help former combatants transition into normal lives.

A key initiative in these efforts is the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which provides a holistic approach to ending insurgency. By tackling root causes like poverty and lack of opportunities, the task force helps prevent rebellion from resurfacing.

Despite political challenges, Major Gadut emphasized that the morale of security forces remains high—not because of politics, but because of their accomplishments in maintaining peace.

“As long as there are no conflicts, development will follow,” he stated. The 10ID is committed to protecting communities and ensuring that peace is not just temporary but permanent.

With insurgencies weakening, election security in place, and sustainable programs for former rebels, Davao is on the path to lasting peace. The collaboration of security forces, government agencies, and local communities continues to strengthen the region’s stability.
